  たったか歩く道すがら。ふと足元のタンポポに、立ち止ってみ
ました。
　う～～～ん、もう11月ですかい。UNIQLOCKもすでに「冬バージョ
ン」になっているようですし、・・・・・さ、わがショーウィンド
ウの展示替えをしなければ・・・・とは思うのですけれど。
　
　　思うだけ。

　さて、最近のマイ・ブーム「英語を読む」。
　“医療問題”を読もう、ということで
　"public hospital"で検索。

Public hospital productivity down
（公立病院の“生産性”低下）

A report prepared for the Business Roundtable says the
productivity of doctors, nurses and others who work in public
hospitals has declined markedly in recent years.
【経済円卓会議（？）のレポートによれば、公立病院で働く、
医師、看護師、その他従事者の“生産性”は、近年急激に低下し
続けているという。】

The organisation describes the findings as serious and says
the report backs earlier Treasury findings.
【その組織によれば、この問題は深刻であり、迅速な財政措置の
是正が必要であるという。】

It says the average cost for hospital services rose 18%
between 2001 - 2006, but overall staff productivity fell
by 8%.
【2001年から2006年の間に、病院サービスの平均必要経費は18％
改善したにもかかわらず、全従事者の“生産性”は８％低下し
たという。】

Business Roundtable executive director Roger Kerr says
this was despite large increases in health spending.
【経済円卓会議代表理事のロジャー・ケリー（？）は、多額な医
療予算が増額されているにもかかわらず、この現状である、とい
う。】

He says the report backs 2005 Treasury findings of a fall
in hospital efficiency at that time.
【レポートによれば、2005年に決められた、すべての病院に対す
る財政支援措置を改善すべき、と提言している。】

The report's author says a lack of accountability by 21
district health boards may play a role, but Labour says
the report fails to appreciate that health is not a business.
【レポートの編者により、２１の地域厚生委員会の責任能力の
欠如が指摘されるが、労働党は、医療はビジネスではないことを
忘れていると、主張する。】

Comment

Minister for Health David Cunliffe says the fundamental
weakness in the report is that it confuses efficiency with
effectiveness.
【デビッド・クリフィー（？）厚生大臣は、このレポートは、根本
的なところで能率と効果を混同している、と反論する。】

Expenditure in the sector accounts for a fifth of Government
spending.
【厚生関連予算は、政府予算の五分の一を占める。】

Former Treasury Secretary Dr Graham Scott, who wrote the
foreward to the report, says health funding has been
increasing by about 8.5% a year.
【前財務長官のグラハム・スコット博士は、レポートの中で、
医療費は、年間8.5％もの勢いで増加し続ける、と主張している。】

The Association of Salaried Medical Specialists, which
represents senior hospital doctors, says the report is weak.
【病院勤務医で構成される、医療従事者労働組合は、このレポート
は最悪である、と主張する】

Executive director Dr Ian Powell says the information has
been manipulated to make an ideological point.
【アイアン・ポール労組委員長は、これは意図的に捏造された
情報である、と述べる。】

The National Party says the report contains nothing new
and offers no solutions.
【国民党は、このレポートはに何も目新しいことはなく、解決策も
提言していない、という】

　ただ「Public hospital」という単語があるから読み始めて、
読み終わってみて、ああ・・・こんな中身だったのね・・・。
「the Business Roundtable」は、日本の経団連のような団体
であり、そこから“医療費の無駄遣い”が指摘された、という
内容で、ＯＫ？
